How Much RN Programs Cost in California
The cost of becoming an RN in California depends mostly on two things: the type of program (ADN, BSN or entry-level master's) and whether the school is public or private. The California Board of Registered Nursing (BRN) publishes both statewide averages and a cost figure for each program. This guide explains both and shows how to compare programs fairly.

Data from the California Board of Registered Nursing
Statewide averages from the BRN (2024–25)
Average annual in-state tuition and fees (Table 23, p. 18)
| ADN | LVN-to-ADN | BSN | ELM | |
|---|---|---|---|---|
| Public | $2,027 | $1,242 | $17,531 | $49,065 |
| Private | $52,364 | $47,350 | $55,203 | $74,464 |
| All programs | $10,417 | $24,296 | $39,974 | $65,998 |
Average annual cost of attendance (Table 24, p. 19)
| ADN | LVN-to-ADN | BSN | ELM | |
|---|---|---|---|---|
| Public | $4,982 | $11,065 | $23,202 | $61,609 |
| Private | $58,121 | $47,350 | $59,939 | $76,298 |
| All programs | $13,632 | $29,208 | $45,564 | $71,401 |
Average student debt (Table 22, p. 18)
| ADN | LVN-to-ADN | BSN | ELM | |
|---|---|---|---|---|
| Public | $5,899 | $22,558 | $17,729 | $66,061 |
| Private | $36,430 | $46,801 | $55,222 | $98,834 |
These are annual figures, except debt. The LVN-to-ADN figures each come from a single reporting program in each sector, so treat them with caution. The BRN notes that programs reporting "$0" are included in the averages, and some programs didn't report.
Listed costs for individual programs
The BRN's list of approved pre-licensure programs includes a cost for each program and says what that cost covers. SEAPHE shows it on every school page and in the program finder. Because each school picks its own basis, we only compare programs whose costs cover the same things.
Among open programs that list a total program cost (BRN list, retrieved Oct 13, 2026):
| Group | Programs | Range | Median |
|---|---|---|---|
| Public ADN | 39 | $3,588 – $15,000 | $6,470 |
| Private ADN | 16 | $47,000 – $101,000 | $77,022 |
| Private BSN | 16 | $60,000 – $175,758 | $134,748 |
Public BSN programs mostly list tuition and fees rather than a total. Ten list tuition plus fees, with a median of $31,472.
Medians are SEAPHE's calculations from the BRN list. Where a program lists a range, we used the lower number.
Two examples
- Riverside City College (ADN, public): the BRN list shows a total program cost of $9,648–$10,150.
- American Career College (ADN, private): the BRN list shows a total program cost of $81,603.50.
Both lead to the same NCLEX-RN exam and the same California RN license. The difference is mostly in how fast you can start and what the program includes. Private career colleges often have several start dates a year and eligibility-based admission. Community colleges often use points or lotteries and admit once or twice a year. See How California nursing schools choose students.
Watch the cost basis. LA Pierce College's BRN listing shows $5,907.50 for tuition plus books. The college's own nursing page says the full program costs "approximately $7000" and adds uniforms, supplies, health requirements and insurance (checked Oct 13, 2026). Always look at what the figure includes.
ADN first, then BSN
Many students earn an ADN at a community college and then complete a BSN. Some do both at once through a concurrent or collaborative program. In 2024–25, 60 ADN programs reported taking part in partnerships that lead to a BSN or higher degree (BRN Table 61, p. 48). See Concurrent ADN-to-BSN programs and ADN vs. BSN in California.
Common mistakes
- Comparing a tuition-only figure with a total program cost. Check the basis first.
- Leaving out time. A cheaper program with a long wait to start can cost you more in lost earnings. Check deadlines and waitlist rules.
- Skipping exam and license fees. Testing and licensing costs come on top of tuition. See Get your license.
- Assuming private means faster for everyone. Start dates and seat limits vary by school. Check the school's own calendar.
